The Board currently has 7 members, all of which are working in member Practices. They are:

Dr David Wilson

GP Partner at Grove House Partnership, Runcorn

David trained at Liverpool University and has been a GP partner at Grove House practice for over 30 years where he’s held executive responsibility for over 25 years for the day to day running of this practice.

David has been passionate about developing primary care services over many years and as the Chair of the GP Federation, brings a focus on securing the long-term, sustainable and high quality General Practice for the people of Halton.

He has a clinical interest in dermatology and held various roles with local commissioning organisations including Runcorn PCG, Halton PCT and more lately with Halton CCG. David is also the locality lead and treasurer for the mid Mersey LMC (Local Medical Committee).

His other passion is clinical Information Management and Technology (IM&T). David is currently the clinical lead for IM&T with Halton CCG and as a result, is involved in a number of IM&T projects, both locally and also at regional level. At the moment, he is leading on a project looking at the role and benefit of local app development and deployment.

Dr Ellie Bartlett

GP Partner at Tower House Practice, Runcorn

Ellie studied at the University of Liverpool, and worked in Merseyside for her Foundation Years. Subsequently, she moved to Brisbane, Australia, to work in Accident and Emergency which provided a wealth of experience in working in city and rural locations.

Ellie moved back to the UK to start the Royal College of General Practitioners Training Programme; studying in the Halton/Warrington region. She began working as a Salaried GP in Tower House Practice in Runcorn in August 2015 and became a GP Partner at the same practice in May 2017.

Ellie has completed the Royal College of Obstetricians and Gynaecologists Diploma and the Faculty of Sexual and Reproductive Healthcare Diploma and now specialises in Family Planning and Contraception. She has completed a Post-Graduate Certificate in Medical Education and works as GP Trainer with the North West Deanery. She continues to undertake further training in medical education via UCLAN.

Diane Hanshaw

Practice Director for the Bevan Group, Widnes

Diane is Practice Director at Bevan Group Practice in Widnes. She has a vast array of experience within the NHS over the past 34 years starting as a receptionist in a large University Practice in Liverpool. The majority of time within the NHS has been spent in Primary Care although she has worked in PCT’s, PPG’s and also within Primary Care IT/Data Quality. All roles within these other organisations were linked to Primary Care and offered a fresh perspective on the differing views and responsibilities between the organisations.

Alongside the practice role Diane also works with Halton CCG as the Practice Manager Representative on the Governing Body and is a member of several other groups linked in to this role. This role has offered a view of how the commissioners work alongside primary and secondary care as well as the local council to deliver quality services across the borough.

The work within the Federation alongside the other roles has offered a consolidated view of the provision of services in Halton and gives oversight of how different organisations function and integrate for the benefit of patients. The experiences gained have been invaluable and have given Diane the chance to bring about change in a more positive manner.

Dr Gary O’Hare

GP Partner at Murdishaw Health Centre, Runcorn

Gary graduated from Trinity College, Dublin with MB BCh BAO, in 1997. Subsequently he undertook training in various medical specialities prior to being awarded AFRCSI from Royal College of Surgeons, Ireland in 2001.

Subsequently he undertook general practice training in the Mersey Deanery and was awarded Merit in the MRCGP examinations 2006. Further he studied at Manchester University to obtain Certificate of Occupational Health. Gary is a GP Principal and Partner at Murdishaw Health Centre in Runcorn.

This experience gives him an understanding of front-line medical services and a distinct insight into the needs of patients and clinicians. Gary is also clinical lead for Primary Care, a Governing Body member at Halton CCG and has recently been awarded the NHS Leadership Academy Award in Executive Healthcare Leadership.

Dr Salil Veedu

GP partner at Beaconsfield Practice, Widnes

Salil completed his medical degree in Kerala, India, in 2000 and undertook his GP training in the Mersey region in 2005. He is a partner at Bevan Group (formerly Beaconsfield Surgery) and has been since he completed his training in 2005.

Salil has developed interests and qualifications in a number of clinical areas including Gynaecology, Family Planning, Occupational Medicine and Dermatology.

He has been a GP Trainer since 2012, he works in the Warrington Community Dermatology service as a GP with Special Interest and is also an Occupational Health physician.

More latterly, Salil has taken up the role of Primary Care Development Lead with Halton CCG, focussing on the development of ‘ology’ services across Halton. Examples of the ‘ology’ services include Dermatology and Gynaecology.


The majority of our Board Members are also actively involved with Halton CCG and already help to develop and improve health and social care in Halton. We are working closely with both the CCG and Widnes Highfield Ltd (the other GP Federation in Halton) in order to maximise benefits to all our patients.


In addition to the Interim Board, we also have an Interim Manager to oversee the day to day running of the business.

With the Help of BMA Law, we have set up our shareholders agreement and Articles of Association.

And we have secured the skills of AGP Accountants to assist us with our formal annual accounts preparation and our tax and annual returns to HMRC/Companies House. We are using Sage to manage our finances on a day-to-day basis.
